Copywriting - refers literally to the 'writing of copy' or 'content writing'. However, copywriting is generally reserved for describing copy that is used to promote a business, person, opinion, or idea. The distinction between copywriting and 'content writing' is usually based upon the overall objective of the copy. If the copy is informational then content writing is generally used, when the purpose is promotional most often copywriting is used.

In the instance of web content the two terms seem to be used almost interchangeably as it is difficult to rationalize any argument that any website content is not at least somewhat promotional.
